Citizen Charter

The following is a detailed report on the services provided under the Citizen Charter of Udayanapuram Grama Panchayat, which comes under Vaikom Taluk in Kottayam District. This Citizen Charter has been prepared in accordance with the uniform standards prescribed by the Local Self Government Department (LSGD), Government of Kerala.

The report explains the various services available to the public from the Panchayat, the major documents required for each service, and the prescribed time limit for providing the services.

1. Civil Registration Services

The time limits for officially registering births, deaths and marriages and obtaining the respective certificates are as follows:

Birth Certificate

Required Documents: Hospital report (Form 1), or, in the case of a home birth, an application in the prescribed form along with the required certification.

Time Limit: 3 working days for births registered within the prescribed time.

Death Certificate

Required Documents: Medical certificate or crematorium/burial receipt, along with the application in the prescribed form.

Time Limit: 3 working days.

Marriage Registration & Certificate

Required Documents: Form 1 application, marriage photographs, proof of age (SSLC/Aadhaar), certificate from the marriage hall/religious institution where the marriage was conducted, and two witnesses.

Time Limit: Within 7 days.

2. Certificates and Permits

Various certificates related to property and personal requirements are issued by the Panchayat.

Ownership Certificate

Required Documents: Paid property/building tax receipt and application.

Time Limit: Within 7 days.

Residence Certificate

Required Documents: Ration Card, Aadhaar Card or Election ID, and the latest tax receipt.

Time Limit: Within 3 days.

Unemployment Certificate

Required Documents: Certificates proving educational qualifications and Ration Card.

Time Limit: Within 7 days.

3. Licences and Building Permits

Permissions required for starting commercial establishments and constructing buildings include the following:

Building Permit

Required Documents: Copy of the land deed, possession certificate, current tax receipt, plan and site plan prepared by an authorised/licensed professional, and the prescribed application form.

Time Limit: Within 30 days.

Trade Licence (D&O Licence – Dangerous and Offensive)

Required Documents: Consent letter from the building owner in case of a rented premises, tax receipt, and No Objection Certificates (NOCs) from the Pollution Control Board and Fire & Rescue Services, wherever applicable.

Time Limit: Within 30 days.

4. Social Security Pensions

The Panchayat facilitates social security benefits including old-age, widow and disability pensions.

Welfare Pension

Required Documents: Proof of age, income certificate issued by the Village Officer (annual income should be below ₹1 lakh), Aadhaar Card, and a copy of the bank passbook.

Time Limit: Inclusion in the pension list within 45 days after submission of the application and completion of the verification process.

Digital Service System

Most administrative applications in Udayanapuram Grama Panchayat can now be submitted online by the public. This is facilitated through K-SMART, the unified portal of the Local Self Government Department.

Through the portal, citizens can check the current status of their files (File Tracking) and make property tax payments online.

⚠️ Grievance Redressal Cell

If an application is not disposed of within the prescribed time limit specified in the Citizen Charter, citizens can submit a complaint directly to the Secretary of the Grama Panchayat or through the online grievance redressal system.

If the matter is still not resolved, an appeal/complaint may be submitted to the Performance Audit Supervisor of the Local Self Government Department or to the Ombudsman for Local Self Government Institutions.
